A recover installs a new membrane over the existing roof, which costs less and moves faster, but only qualifies when the existing assembly is dry, the deck is sound, and the roof has a single existing layer, since building codes generally cap assemblies at two layers. A project starting now must be placed in service by December 31, 2027 to claim the 30% federal credit, which makes the combined decision worth pricing today.
